While her dress is missing rever panels, it does have a separate stomacher made of layers of ruched lace alternating with layers of lace formed into bows. Her dress does not appear to have an over-skirt.

Lady Louisa appears to be wearing a black yoke bodice and a striped under-bodice and, surely, a chemise for modesty. There is a mystery here - she was born in 1745 and this portrait is dated to 1821, making her around 76. This ia a portrait of somebody who could be 16 or 26.

I looked for the location and the reliable site The Athenaeum states the location is not known.

There is an article about Sir Christopher Sykes and his children in thepeerage, but no mention of her.

Lady Sykes wears a full-skirted dress with vee waistline. Her skirt is not wide enough to need substantial mechanical supports, but there may be some structure below to support the weight of her skirt and her over-skirt.

The only references to "pelagic" or any word like it that I had heard of before seeing this image were references to the open ocean (e.g., "pelagic biome" that extends from the open, non-coastal, ocean surface to however far down the bottom may be, up to 10.9 km). The name Pelagia means "of the sea" according to Think Baby Names.

This does not look like everyday dress; she would be noticed if she wore it on the street.

Is this supposed to be Naples? According to Madame Guillotine, "On the run from the French Revolution, the celebrated society portrait painter Madame Vigée-Lebrun went on a tour of some of the royal courts of Europe, where she painted portraits and recorded her impressions of her noble and royal sitters for a gleeful and very appreciative posterity. One of her first stops was the court of Marie Antoinette’s elder and favourite sister, Maria Carolina, Queen on Naples at the Palace of Caserta…" So that is Vesuvio smoking in the lower right.
